By now all NZHGPA Instructors should have received a batch of individually numbered and authorised Student Membership / Temp Pilot Certificates. Hence forth all new student pilots under training and yet to be rated, must have completed one of these forms and have it processed by the NZHGPA Administrator.
Civil Aviation Rules require every pilot flying an aircraft in New Zealand to hold an appropriate New Zealand Pilot Certificate issued by a delegation holder. In the NZHGPA the delegation holders are the NZHGPA President and Administrator.
Instructors are reminded that the Temporary Student Pilot Certificate requires supervison of the Student when flying. It is clearly spelled out on the reverse of both the old and the new forms that the Student Pilot can only fly under the direct supervision of an NZHGPA instructor. The Student Pilot cannot fly alone or unsupervised. This supervisory rule fulfils a long standing CAA requirement, has always been a condition of the NZHGPA’s student certificate and is thus not negotiable. The minimum for compliance is interpreted as being a student flying in clear sight of and able to clearly receive direct voice instruction from an NZHGPA Instructor (radio is acceptable).
To undertake un-supervised flight a pilot must have received a Rating (NZHGPA pilot certificate) from the NZHGPA Administrator that allows unsupervised solo flight i.e. PG 2 or above, or HG Novice (Novice sites only) or above.
Instructors are also reminded that sites used for training must be assessed and authorised as appropriate for training use. Launch authorisation must be done using an NZHGPA Launch Site Authorisation Form (OPMF-41) and the completed form must be lodged with the NZHGPA Administrator.
